An Arizona developer proposes to build a gated community with 125 luxury houses, and a golf course next to the Kealakekua State Historical Park.......

The Keopuka Lands Project

  • paves over stunning wild, natural coastal lands. 
  • jeopardizes the pristine Class AA water quality of Kealakekua Bay. 
  • desecrates the cultural legacy of the area, including dozens of archaeological sites. 
  • destroys scenic vistas. 
  • overruns two historic trails.
    • The developer has not received any governmental permits or approvals yet. 

      THE LAND USE COMMISSION HAS DECLARED THAT THIS PROJECT IS NOT A PERMISSABLE USE OF THESE LANDS

    The developer appealed that ruling!
    On Monday March 26th 2001 The Sierra Club and the Land Use Commission  prevailed in the court case regarding the  proposed Keopuka Lands project. Third Circuit Court judge Ronald Ibarra denied developer Pacific Star's appeal of the decision by the Land Use Commission that the Keopuka Lands project is an urban use. This ruling upholds the LUC's declaratory ruling in September 2000 that the proposed Keopuka Lands development, adjacent to Kealakekua Bay, is urban in nature and must apply for a state Land Use boundary amendment if it wishes to build the project as proposed in the Draft Environmental Impact Statement.

    This is a major victory for the Sierra Club and Keep Kealakekua Wild. 

    Pacific Star still has two lawsuits pending which attempt to overturn the LUC decision; one in state and one in federal court. We'll keep you updated.

    What can you do?

    The County Planning Commission has changed  the designation of of part of Keopuka as a part of the General Plan revision process. The lower portion is now proposed to be designated "conservation".

        Urge the Planning  Commission to adopt the proposed General Plan
