The developer’s Traffic Impact
Analysis Report states that H1 East and West of the Waiawa Interchange
will operate at a level of service E & F in both directions during the AM
and PM peak hours with the project
(level of service F means “Forced flow, volumes lower than capacity
due to very low speeds, heavy queuing of vehicles, frequent stoppages.")
The Impact Report states the following key intersections will have an unsatisfactory level of service:
Add to H1 the traffic from planned housing in Kapoleia and Ewa
